De politieman heeft zelf een dochter en wil zich inzetten tegen de toenemende verkrachting van jonge meisjes, die daarna aangezet worden tot prostitutie. Als zijn eigen dochter wordt betast door een Japanse zakenman weet hij niet dat het een losstaand incident is, maar hij krijgt wel vooroordelen tegenover Aziaten. But in one of those plot twists that can only occur in the movies, the cop is assigned to find the businessman's own daughter who has been kidnapped and forced into a teen prostitution ring.
